I suppose I don't have a specific answer for that, it would seem to be an
engineering issue. From my experience, I have seen this happen with 11b
radios both SB and not, ive also seen an AP lock another AP on a
non-isolated channel (Ideally, it would just see it and try to work
around/ignore/at least report the interference). It could also be something
faulty with the individual device, have you tried to swap it out just for
giggles?

Now you're talking. That sounds like a good tool to use.

However so far no one has come up with a convincing reason to excuse an APPO
locking up due to noise.

Why would it require a reboot? Everyone seems to accept that a bit of
unexpected noise would crash one and require a site visit. I don't accept
this.

I don't care how noisy it is, unless the device actually burns out why
can''t it reset itself?
