A few points not addressed so far that are BIOS related: 

Ensure your computer is on the latest Manufacturer's BIOS revision. I have seen BIOS version problems on HP workstations that affected GRUB in the way you describe.

BIOS version updates can be done following your manufacturer's instructions. After updating, factory reset the BIOS before making your settings.  Don't assume your previous settings carry over cleanly between BIOS upgrades (I have seen values trashed).

Also - try to configure the BIOS USB settings ‎for boot order with the USB stick plugged in. You should see the USB device brand name appear on an HP BIOS on the BIOS bootable devices list.  If you don't see it, try rebooting to BIOS a second time.

Finally, ensure Intel AMT BIOS extensions are disabled - these block USB boot processes by altering the BIOS settings for USB boot whenever you try to connect a SOL or VNC client for remote booting. This can be maddening as AMT changes things in the boot BIOS ‎that you think you set without telling you - for security.

I have tried waiting for a couple of minutes, it doesn’t even get to the GRUB loader though.

 

Booting off the ISO/DVD instead, I am presented with the Live 64-bit (text), noinstall, etc. options.

 

I can’t find an archive of previous versions, does anybody know where I might be able to grab an earlier release?

How does it fail? Booting from USB flash drives is a slow process. How long did you wait?
