With the cable modems I always find it works best if you disconnect it from any other devices when rebooting. The old cable modems would initially set themselves an IP address of 192.168.100.1 and start serving out IP addresses in that subnet.
Once the cable modem made a connection with Virgin Media it would bring itself out of the 192.168.100.x DHCP mode and shift to the public IP address. Any devices connected from the get-go would then be on the 192.168.100.x subnet and need to be restarted/have their DHCP leases renewed in order to get online.
