James,

I am sure that a solution could be found.  Trailing edge flaps are much
easier to make and set up.  You could easily have trailing edge flaps that
would be ruled to be only a small % of the span and a large % of the chord
that would only operate in the up position.  Easily inspected by a top
surface hinge with no bottom surface
bevel.  I  would be interested then.  Spoilers only..... baa humbug!
