"Maybe."  There is nothing in X3.64 (well, in the notes I took when
reading it over) that explicitly has such an effect (not surprising,
since terminals can't be resized, and terminal emulators weren't really
foreseen when X3.64 was designed).

However, there are sequences which change font size and inter-character
spacing, which may have similar effects.  There are also escape hatches
(APC, OSC, DCS, etc) which can be used for anything a device/emulation
designer and application coder agree on.  Of course, there are lots of
sequences with meaning not defined by X3.41/X3.64, any of which could
be used for the purpose, but you did specify ANSI sequences.

So, it really is something you'll have to dig into the documentation
for your terminal, or terminal emulator, for.
