That's the problem, then - you need a DHCP server that is capable of
specifying both the boot server (so your client knows where to TFTP
from) and a boot file (so your client knows which file to get).  I am
unaware of any Windows PXE server off the top of my head, but surely
one exists - maybe RIS?
