It is a good reason, believe me. And have at least the courage and honesty to sign your emails. Nobody will respond to anonymous requests, and even less to copyright infringement requests! Access to the IEEE library costs several thousands $$$ per year; find somebody in your university department that legally paid for the subscription, and ask him for the access.
