I was going to respond in a similar manner, but you beat me to it !
I decided not to rise to the bait and ruin the forum  - you see so many
discussion forums get bogged down with political or irrelevant (to the forum
topic) discourses.
However, access to the IEEE library does not cost thousands.
I am an IEEE member, and the cost of membership is as follows: 
Full year, student full year, 
United States  $161.00   $30.00    
Canada (incl. GST)  $149.38   $31.80  
Canada (incl. HST)  $159.22    $34.20    
Africa, Europe, Middle East  $134.00    $25.00    
Latin America  $127.00    $25.00    
Asia, Pacific  $128.00    $25.00  

They also do half yearly membership and members can download pdf's of
virtually all published IEEE documents - I think there is a limit per month,
but in practice it is not restrictive, unless you are trying to pirate large
chunks of the library.... I think th edocuments may be 'watermarked' with
data that can be traced to your ID, so they can tell if who is responsible
for doing things like what was proposed by the anonymous anarchist!

It is a good reason, believe me. And have at least the courage and 
honesty to sign your emails. Nobody will respond to anonymous 
requests, and even less to copyright infringement requests!

Access to the IEEE library costs several thousands $$$ per year; find 
somebody in your university department that legally paid for the 
subscription, and ask him for the access.
