Regarding Hoss' point #3, perhaps it's time to reorganize into something like
/solr/server/...
/solr/client/...
/solr/webapp/,,, (or /solr/server/webapp)
/solr/shared/...

/solr/shared"
Shared would include external constants and exceptions.
