Because the subqueries to Solr shards use GET requests (via SolrJ), they are 
limited in the number of documents they can request during the second phase by 
the maximum length of the query string.

One (API preserving) solution would be to modify SolrJ to use a POST request 
for queries if the query string is longer than some constant value.
