That's specific to the configuration of your container, I think there's nothing that Solr can do about it. As for the form content size, I haven't actually tried that myself I must admit. I'm running Tomcat and just got that parameter from the Jetty documentation. I'd take a wiredump with something like tcpdump to see what the actual size of the request is.
