My ids are 32-character MD5s, and the break happens around 23000 rows. The 
maxFormContentSize doesn't seem to make any difference whether I set it or 
not-- with it set at 0, -1, 10000000 or not set at all I can query &rows=22300 
but not &rows=22400. Obviously this is an edge case but I'm posting this here 
for the next person who runs into this... but since I can work around it I'll 
stop messing with it.
