for speech encoding I know a library called hawkvoice, maybe you should take a look at it
HawkVoice looks pretty cool, especially the ridiculously-low-bitrate OpenLPC codec. However, Speex is plenty for my needs, and it's already wrapped for Python. I'm pretty sure the delay I was experiencing was somewhere in my network buffers. It's far from an unacceptable delay though, perhaps a quarter second.
