I have a few questions about soya.

Is there a way to create 2d windows like an initial startup screen with
a new game, continue, option menu, in game inventory screens, health
displays, etc.  I'd need to flip back and forth to/from these screens.
    

Yes it is possible... Soya a (very limited) widget system (basically a widget class you can extend ; the drawing is performed with basic OpenGL func in python)
  
I believe Soya can also still render to a pygame surface,  so you may wish to use pygame for your 2D stuff. Not sure how well this integrates with the rest of Soya right now, since I don't think Jiba and Blam have been doing anything with pygame since they made it work.
