just to get it into BZ: I think a "post" test type is strongly a good idea,
since currently we do have a test ordering scheme already, in that tests are
ordered by test type, since it's faster to do it that way.

So a thoroughly flexible "any test A may be specified to run before/after test
B" may result in bad performance side-effects.

Making "post" rules be a specific test type, that test type is guaranteed to run
after all other non-post rules, and those are the only rules that can have their
order controlled, would avoid that issue.
