new draft patch, pretty darn good now
changes since last patch:
- updates INSTALL
- note "human-verified" in spamassassin -r documentation
- adds Mail::SpamAssassin::Util::untaint_hostname()
- cleans up error handling of SMTP code
- hopefully fixes taint error (unable to reproduce here)
