No, there will be both registered and non-registered reporting.  I'm
coordinating with Julian.

Yep, "spamassassin -r" is only supposed to be used for verified
submissions.  That means manual and I'll make it even clearer in the
description for the option.

For registered users, that's right.  How non-registered reports are used
will be up to SpamCop.  They may, for example, only be used to verify
and cross-check the registered reports.
