Requests were actually done in parallel with normal processing before,
just not as well.

Basically, the RBL stuff was nearly rewritten from scratch.

IP address improvements

  - test more IP addresses (new Received: code, use a few more headers,
    and various bug fixes)
  - improved (and simple!) algorithm for dial-up tests

performance improvements

  - use less CPU and network to do each test (avoid redoing work, only
    do work when needed)
  - dynamic timeouts

RBL selection improvements

  - revised the list of RBLs after extensive testing (tested about 150
    RBLs, although the final list is not changing that much)
  - entirely new RBLs: SORBS, DYNABLOCK
  - new sub tests: NJABL tests, OPM sub tests, more OSIRU sub tests
  - these are gone, not that they were being used much before:
      score RCVD_IN_RELAYS_ORDB_ORG 0.0
      score RCVD_IN_ORBS 0.0 0.499 0.0 0.114
      score RCVD_IN_MULTIHOP_DSBL 0.0
      score RCVD_IN_UNCONFIRMED_DSBL 0.0 0.512 0.0 0.0

RBL functionality improvements

  - RBL bitmask test support (used by OPM and RBL+)
  - preliminary SenderBase support
  - eval test to check From: hostname in domain-based RBLs

reporting

  - log more information used in spam reports and an optional _RBL_
    header token for add_header
  - TXT query supported added (used for single RBLs that support it)
