Yes, local.cf and all of the /usr/share/spamassassin/*.cf files are only parsed when spamd starts. This saves time so it doesn't have to re-read and re-parse the files per email.


And of course, saving overhead is the whole reason to use spamd in the first place.

(and for completeness it still parses user_prefs per message, since the user can change. But it also doesn't honor rules in user_prefs by default.)
