Jeff, maybe there should be a SURBL subzone (and bit) for URL shortening domains. There are too many of services and the potential for abuse is way too high.

You might want to take a look at the redirector ruleset from SARE. It does exactly that (and a bit more), but those are also written in such a way to rpevent FP's on, for example, the yahoo redirectors.
