The sample config file uses only the original sc.surbl.org
list:

uri SPAMCOP_URI_RBL

If you would like to add some of the other lists, like
ob.surbl.org or ws.surbl.org then you would add rules
and scores for them also:

Yes, that's correct.  The data for SURBLs comes from DNS
resolution of the SURBL zone files.

You should see rules like "SPAMCOP_URI_RBL" appear in the logs.
