With the help of this list I have installed SpamCopURI on one of three

A shorter testing cycle, for one thing. :-)

Send yourself a message with http://127.0.0.2-MUNGED/ (without the
-MUNGED), and ensure that it hits the SBL list.

If you still have no luck, try running a test message through
spamassassin -D -t on the command line. If the problem isn't obvious to
you from the output, it might be obvious to one of us, so send it to the
list.
