For the following spam why am I getting 2.3? This is my report

I am using SA 2.63 with Rules_Du_Jour and I have spamcop_uri.cf in my
/etc/mail/spamassassin dir. I did install it right. Could it be possible
that my spamcop_uri is not working?
Any help/suggestion would be greatly appreciated
