The person who submits the spamcop report IS the decision maker. Spamcop does NOT automatically submit anything - the person receiving the spam submits it to spamcop for spamcop to find out what ISP's were involved in the spam getting from the spammer to the receiver. There ends the spamcop responsibility. The recipient then decided who of the sites spamcop lists should receive the spam reports. Again spamcop does not send anything automatically.
