I figured it had to do with a time zone setting.
Verify that all four of these time zone settings are the same:
* Your Mac (System Preferences > Date & Time > Time Zone)
"Set date & time automatically" is checked. "Time Zone" is set to
Seattle - U.S.A.
* Each iCal Calendar (If iCal > Preferences > Advanced > Time zone
support is turned on, then in the calendar view check the setting
above the search box in the upper-right corner of the window)
All set to "US/Pacific".
* Your Google Calendar settings (Google Calendar > Settings > Your
current time zone)
Set to "(GMT-08:00) Pacific Time".
* Each Google calendar (Google Calendar > Settings > Calendars >
(calendar name) > Calendar Time Zone)
This was set to "(GMT+00:00) GMT (no daylight saving)". I made the
change to Pacific.
I re-synced and Google Cal was still an hour off. I then went into one
of my events inside iCal, changed the notification message, synced,
and this time Google Calendar was moved one hour forward for that
particular event. The others were still off. I guess I'll do that for
the others too. Odd, wouldn't you say?
