Definitely. Changing the time zone on Google isn't going to change
anything about how events come out of iCal or how Spanning Sync syncs.
I would have thought simply refreshing the window would do the trick.
There must be some sort of caching that Google does which keeps it
from recomputing the event offsets and "nudging" it with a sync
updates the cache. Before going back and syncing every event you might
try some other "nudge" techniques such as changing the calendar name,
saving, then changing it back again.
Worst case scenario, here's what I would do:
* In the Spanning Sync pref pane, Advanced tab, do a "start over"
* Delete the Google calendar and create a new empty one with the same
name
* Login to the Spanning Sync pref pane and pair the calendars
* Sync
