Those names are deprecated, instead,
GPL-2.0-only or GPL-2.0-or-later or GPL-3.0-only or GPL-3.0-or-later
right?

It won't be moot if you want to apply spdx to old software.
Openssl will rerelease old versions, but their downstream distributors
won't bother with that generally, and the old license will be in use for
a long time.
