Todd,
I think what that means is that the minimum distance from a column is never
required to be more than 24 in.  For example, if the column is 10" x 10",
then the minimum distance is 24" instead of 3x10 = 30".

Section 8.6.5.2.1.3 details how to handle a column obstruction. The 
3x minimum dimension makes sense, but I don't quite get the "maximum 
clear distance required shall be 24 in". Unless there is a column 
protection issue, why is there a maximum that a sprinkler can be from 
a column?
