Sometimes the owners can be allies in this argument. After all,
they've already paid for it once.

and all other discipline work was detailed design, the fire protection

Back to what Todd said: if you insert a condition in your proposals,
whether it is for design only or design/build services, that your fee is
based on the availability of CAD base drawings, then at the very least
when an A/E team member tries to put the screws to you, there's at least
a fall-back to request (demand) additional fee. We do more than half
of our work as members of the A/E and I've never heard of architects or
engineers trying to charge one another during design development.
Because it's the architect's responsibility to coordinate and conform
the work of all the disciplines so that drafting standards, insertion
points, sheet numbering, layering, etc., etc., etc. can all be managed
and kept to a reasonable level of cross compatibility for the project.
The notion that a design professional has some sort of additional
liability if they let the sprinkie use their files is ridiculous; all
they have to do is state (as most responsible ones do) that the use of
said files is at the third party's own risk. As tempting as it is, I've
never managed the energy to take another firm's structural design and
re-sell it to a client that might coincidentally be designing an
identical high school ...

I'm with you Travis. Out here in California architects have an awful
habit of requiring a fee for a CD-Rom of CAD files. And I can't even
begin to explain the difficulty I had in getting CAD files from Disney
on a project there. Perhaps we can alert the FBI? The sprinkler cops?
It's a crime wave.
