This guy is off his rocker! I am on an NFPA committee and while some in NFPA think the organization has more power than it does, the committees are made up of different interests. They were intentionally set up that way to prevent manufacturers, installers, fire service, users, etc. from intentionally or unintentionally instituting their own self interests. Furthermore, codes and standards and even the ICC series are not even law unless adopted by the various state and local governments. I would be the first to agree that many of the codes and standards are not ideal, but they are considerably better than nothing. As far as being the primary creator of codes, I guess he doesn't know about the general failure of NFPA 5000.
Maybe I'm naïve, but listed sprinklers, nozzles, fire pumps, etc. have all been stringently tested to demonstrate that they worked. Can't imagine someone successfully designing a system from scratch. Without using established standards, does this guy plan on designing his own systems to successfully extinguish fires based on his own calculations of the fire loads, RTIs, I can't understand the part about NFPA 13 being structured to prevent plumbing contractors from doing sprinkler installations. If they're licensed, they can do it. Same thing with sprinkler contractors doing plumbing work - if they're licensed they can do it. Working for an engineering/construction firm, I'm much more concerned with whether or not someone knows what they're doing. Craig and I once ran into a situation where non-sprinkler contractors treated the sprinklers on branch lines on a drawing like P & IDs. Some heads were 2 ft. apart; others were 13 ft. As far as a $.35/sq.ft. installation - no friggin way. Even the $2.88/sq.ft. is pretty decent in most areas. I would be very interested in the final cost at the UK Medical Center. Did he used those abhorrent NFPA standards in his design? Did he do all the calculations by hand, find his own non-listed sprinklers, determine his own nonstandard orifice sizes, etc.? He surely didn't invent everything from scratch. With respect to the insurance savings of a "properly priced" systems, I beg to differ with him. I can't even tell you the number of times I have been involved in a multi-million dollar projects, where costs are so tight, that the clients project team has a certain capital budget to work with and cannot even look at savings done the road to justify increasing a project's initial capital costs. It's not that they don't want to, but their hands are tied. It's also abhorrent that he would even state that NFPA and IAFC are the cause of the nightclub fire.
