I may be off-base here but I would think that the burden of compliance would
be on the manufacturer of the pump skid or package.  This should be part of
their work or package.  

Although, if you are the EoR, I guess you need to know what is correct so
that you can be sure their stuff is in compliance.  So, forget what I said!

Here's the scenario, you are directed to design and install a skid
mounted, diesel fire pump package in conformance to IBC and ASCE 7, NFPA
13 and/or NFPA 20, for a seismic Site Class "C" and are directed that
this is a "life Safety" system so an importance factor of 1.5 applies. 

So do you take any special steps with the setting of the pump?
Vibration isolation, snubbers, or different anchoring methods?

If the pump set is installed rigid and is isolated from the piping via
flexible couplings is there an issue at all?

I have seen the pictures of the skids, never messed with one. Maybe the
answer is there and we do not want to say it. The bracing must still
meet the requirements. Same with a standard building, if the structure
will not support the load, it must be modified.
