I now have additional information. The city of redonodo beach, ca. is now basing their permit fees on the "total contract value", meaning, cost of install and the profit. They are requiring the customer contract to be submitted with the plans for review and approval. They are currently withholding approved plans and will not release them until they get copies the signed customer contracts. Can anyone offer a swift and definitive way to counter this requirement?
