What I meant was, what kind of documentation do I take into the city manager that supports my assertion that what the plan checker is requiring is wrong? It is stated on the redondo beach fire department web page: Fees: The fees for plan review are set by contract total. I thought the fees were based on the cost of the materials, not labor, insurance costs, other overhead, etc.

If they just TELL you across the counter and refuse to document it, I'd complain about that too. I now have additional information. The city of redonodo beach, ca. is now basing their permit fees on the "total contract value", meaning, cost of install and the profit. They are requiring the customer contract to be submitted with the plans for review and approval. They are currently withholding approved plans and will not release them until they get copies the signed customer contracts. Can anyone offer a swift and definitive way to counter this requirement?
