First, you acted correctly in my opinion.  You witnessed a crime plain and
simple.  See IFC 107 or 109.  There is no doubt your state has laws against
tampering with fire protection equipment. When you see a crime you report it
to the authorities.  

Second, get your lawyer on this immediately.  His emails are public record
most likely.  Confirm he sent the email.  Then sue for damages, you will win
and get a written apology to help save your reputation.  In the end that's
about all one has in business.   

Third, contact his superior, school board? Do it in public at the next
meeting.  I bet they'd like to know.  Settle for no less than the manager
finding employment more suitable to his skills and abilities.  

Fourth, even if he didn't send the email contact the media.  It doesn't
matter if there are legitimate reasons the system was out of service.  6
years cannot be justified in anyway.  If there were a legitimate issue the
AHJ would have already known and it's not.  Perhaps this is a problem
elsewhere that needs to be brought to the public light.  Perhaps there are a
lot of drive-by inspections by your competitors that need to be exposed. 

Think of it this way had you not sent it in would anyone use kid gloves on
you if they found out.  How would you like the media to be knocking on your
door because they were doing a special report on the state of schools.
Through the public record process they found your report with the school but
not with the AHJ.  Do you think you'd be in business very long?  

If you don't get the truth out the other side will spin it and even if you
don't inspect schools those people know people who might need sprinkler work
and check references.  "Yeah I remember XYZ sprinkler company, was it last
year, screwing a friend of mine" - Can you hear that at the fire pit at the
cabin one summer night with 3rd and 6th parties chatting it up over beer. 

If you don't protect yourself who will?

I just had a school district call me and yell at me for a report I did. I
conducted a water flow test 2 months ago at this school. The water
department and I observed that the PIV was shut. It had been shut for the
past 6 years. 
Long story short the school asked me to open the valve and inspect for other
problems. I spent an entire day surveying the school and wrote a 13 page
report with pictures. Serious issues like rooms missing sprinklers. Ceiling
clouds missing sprinklers etc. No drains or inspectors tests etc. 
I sent a copy to the fire marshal and building dept.  Well fed ex delivered
it to the fire marshal first and called the district before they got their
copy.  
The school dist manager said that he emailed every school district in the
area advising them not to use us and is threatening to sue us over sending a
copy to the fire marshal.
