In Seattle there is an ordinance (written) requiring these exterior deck closets, heated or not, be sprinklered. The ordinance stems from people (note plural) putting barbecues away while still hot with the expected results. Does the model building code or 13R care about this? No, but Seattle does and has added it to their adopted municipal code. This is similar to the IBC requirement for spinklering the deck/patio itself even though 13R is silent on the matter. You could take the engineering approach as Todd suggested and consider heat source or the prescriptive approach and just address what the code requirement is, adding the head if there's a local ordinance, or not if not.
