Not quite.  The table in 13 is for C=120 equivalent length.  If you are using 
something other than C=120, you do have to adjust your fittings accordingly.  
The big loss in fittings is not the friction with the wall of the fitting, but 
the change in direction, like an el or tee, and/or eddies that form with a 
change in shape, like a butterfly or check valve.

This falls under 8.4.7 which is the large drop sprinklers section so I
believe it can only be applied to this section.
So what we are saying is that friction loss through the fittings are
independent of the c-factor of the pipe.
