NFPA 13R has a very reasonable rule as stated in the 2007 edition below.
Is there any rule that would address the same situation that can be
found in NFPA 13.

If not, can anyone tell me if there was a proposal submitted to address
this issue.  It would go far in address blind spots in bathrooms and
closets etc that are within an NFPA 13 installation.

6.8.1.5.3* Obstructions to Residential Sprinklers. 

6.8.1.5.3.1 Closets. In all closets, including those closets housing
mechanical equipment, that are not larger than 400 ft3 (11.33 m3) in
size, a single sprinkler at the highest ceiling space in the closet
shall be sufficient without regard to obstructions.
