Correct, 2006 IBC Section 712 provides the criteria.

The provisions of the exception to 712.3.1 (Pg 94) state; "Where the
penetrating items are STEEL, FERROUS OR COPPER PIPES, TUBES OR
CONDUITS........."

Through penetrations for walls are provided for at 712.3.1 (pg 94) which
references 712.3.1.1 (Assemblies) or 712.3.1.2 (Systems)

The provisions of the exception No.1 & 2 of 712.4.1 (Pg 95) state;
"Penetrations by STEEL, FERROUS OR COPPER CONDUITS, PIPES, TUBES OR
VENTS..............", "Penetrations in a single concrete floor by STEEL,
FERROUS OR COPPER CONDUITS, PIPES, TUBES OR VENTS..............",

Through penetrations for horizontal assemblies are provided for at
712.4.1 (Pg 95) which references 712.4.1.1 (Assemblies) or 712.4.1.2
(Systems)

Additionally where through penetration systems are utilized they must be
compatible with the penetrating item.

Hope that helps

Because CPVC is considered a combustible penetration, I believe the code
would require that a listed fire stop system be used that is specific to
the plastic pipe.

See IBC 2006, section 712.4.1.2, Exception 3. This exception states
that te annular space created by a sprinkler penetration only needs to
be covered with a metal escutcheon plate. This, of course, would apply
to steel pipe penetrating the rated ceiling assembly.

Subject: fire rating penetrations

Isn't there an exclusion somewhere for sprinkler drops penetrating fire
rated walls or ceilings? Meaning they do not have to be fire caulked?
