I wouldn't let them relocate any heads without a new underground plan, flow test, hydraulic calculations, seismic bracing, FDC, backflow, gauge and maybe a pump and some new windows. Some contractors think they can get away with anything just because the occupancy and use hasn't changed and there is no requirement to meet current code.

Sprinkler contractor is probably saying it is not in their bid and scope of work, but I don´t see where in NFPA 13, that it is NOT in their scope of work.
