There is a pool standard that you should use as well as many states have adopted regulations that deal with pools that are enforced by the municipal/county/state health departments. As a plan reviewer for the fire district, we go by the designers/manufacturers recommendations over the pool if the pool standards do not address an issue. I do not have the standard with me or I could reference you to it specifically. From my perspective what are you protecting with sprinklers over the pool? If there is a drop ceiling then above the drop ceiling and the floor area. The architect should have a copy of the standard and you should contact them if you question the need.
