Okay, I can't quite figure out what the question is on the State of Michigan

But

2006 IBC is the construction document

Then for some of the Bureau of Fire Service

they have been updated to the 2006 life safety and many of the Fire Marshal
documents are up for adoption and in the process.  There are a couple of
provisions that still use the 1997 life safety code which pushes you to the
1996 NFPA 13
