In your example I'd use 1" until I ran out of pressure. One head certainly and maybe 3 or 4 depending on room layout and available pressure. Bunch of small offices and room design might pull 10 or more especially if the layout lent itself to another line in the corridor. Bottom line is smallest pipe possible given the available pressure. It's about the art of design.
