Levent,

Can I presume that you're with the Cantecc in Monterrey, Mexico? Just
trying to get a location since it's rather unusual to require a
standpipe in two-story buildings. As Todd wondered, what is your
building code. Here you would be sprinklering and then also maybe
having the standpipe. That said unless you're planning on a class I
manual dry you might as well sprinkler since you'll have water at the
buildings. What is the evacuation plan? You do have an I-3 occupancy
and a controlled population. The buildings are small so you may be
able to get people out quickly, but they are restricted in their
ability to self evacuate and under such conditions life safety is the
main concern. A standpipe as the only means of fire fighting is less
than ideal under these conditions. These are just some random
ramblings about fire protection in prisons made late in the day. This
situation is something that needs negotiating and planning with the
local responding agency. An aside. I once saw a seven story jail with
horns and strobes in the cells. I was there to figure out a way to
prevent the guests from tampering with the devices. The inanity of the
situation eluded the powers there even after explaining it to them. I
made a lot of money, the company that fabricated the new protective
cages made a lot of money, the company that installed them made a lot
of money, the tax payers were ill served and the prisoners still
required a gaoler to come unlock the doors in case of fire.
