You either Guess 
Or you calculate.
Compare it to 13d and a bucket test where you find out if your guess on the
supply pressure and pipe sizing was right- or not.
But if you calculate in accordance with 13 procedures for calcs- by hand or
program- you should be able to say you don't need a bucket test any more
than you flow ESFRs in a warehouse to prove the calcs- you applied proper
standard of care.
Same with fluid delivery calcs. If you leave a cushion greater than the UL
degree of accuracy, you shouldn't need to prove the water delivery in the
field. And not bringing a 2nd DPV and 200' of feedmain on test day is
priceless. Well worth the cost of the software.

Exactly but the problem with proving them empirically is that is after the
design and installation. If you "guessed" wrong it will cost ya!
