I'm assuming a continuous clg. with what I'm about to say. You can use RRA on both levels. Another assumption is you don't have a dry system in the trusses. Below the clg. you use 11'6" for the RRA calc and above the clg. you use the greatest distance between clg and deck. But it looks like you'd never be over 10' so it's moot you get the full 30% reduction.

The roof structure is wood trusses and the entire building has a ceiling in it varying from 9-0 to 11-6, bottom of truss is at 12-0. The roof trusses/roof deck are on a continuous slope (¼:12) from 16-1 at the highest point to 14-6 at the lowest point. Can I utilize 11.2.3.2.3 in the area between the ceiling and the roof deck? And if so do I use the 16-1 elevation or the highest height dimension between the ceiling and the roof deck? I am using quick response standard spray brass upright sprinklers.
