It is the same principle that gives us the 'suggested' distance from a building 
of 40 feet for PIVs.  Of course some ignore the fact that a single story 
building would not necessarily need to have the PIV at 40 ft and still fulfill 
the intent of the standard, that is, that the fire fighter would also be safe 
from wall collapse at say 30 ft.

I used to deal with this when I worked in Florida. Usually it means that the 
Fire Dept. wants the FDC located far enough away from the building so that if 
the outside wall fell over, it would not kill any fireman try to hook up hose 
to the FDC.
