It is the same principle that gives us the 'suggested' distance from a building of 40 feet for PIVs. Of course some ignore the fact that a single story building would not necessarily need to have the PIV at 40 ft and still fulfill the intent of the standard, that is, that the fire fighter would also be safe from wall collapse at say 30 ft.
