Generally, you'll find firefighters and apparatus near the FDC during an 
operation , so I'm guessing it's that pesky firefighter safety thing.

I can see the requirement for PIVs, especially if 
you have someone standing by to shut something 
down or you need to shut down to preserve water. 
But what would be the reasoning behind FDCs? If 
you are pumping water into an FDC and the 
building collapses from the fire, isn't it time 
to get out the hotdogs and call CNN? You might 
lose the hose, but are there personnel standing by the FDC when pumping?
