I don't think you are going to shoe-horn this into Misc. storage since shelving of commodities for sale is the primary function of the occupancy.
Since it's impractical and most times impossible to provide in-rack protection you are pretty much forced to use the increased discharge criteria based on ceiling sprinklers only. So .45 over 2000 isn't necessarily out of line for this type of hazard. And BTW, this is a mercantile occupancy. Craig L.
