I know the forum has discussed this before, but here goes: 
Sprinkler contractor ABC is hired/ subcontracted by sprinkler contractor XYZ to 
perform fire sprinkler repair work, not an NFPA 25 inspection. 
Contractor ABC observes recalled fire sprimklers in the system. ABC notifies 
XYZ of the recalled heads, as recommended in an AFSA paper on the matter. XYZ 
insists that ABC does not notify the system owner or the Fire Dept.  
The Fire Dept. Requires deficiencies to be reported to them, through city 
ordinance. 

Aside from the ordinance requiring reporting, is there a general duty to act 
upon contractor ABC?

any thoughts on the matter?
