Robust is good. The increased areas and hose demands are fine (treating all occupancies as HPRs). I found Change 1, 14 July 2009 (to UFC 3-600-01, 26 September 2006)- it resolved my 'similar situation' comment, ~sch 40 galvanized in and out, all sizes, for Dry and PA, no exceptions~, long lasting is good. But QR limited to wet pipe systems has not changed, and I am still wondering what the reasoning for that is.

Every deviation from NFPA or FM that was suggested was well vetted before a decision was made and the fact is that the military wants stuff that works everywhere it's likely to be and they want it durable, robust and long lasting. Small arms have to work in sub-artic climates and in the desert. They have to work reliably for long periods with minimal maintenance. Field maintenance has to be simple even if you're in the dark, wearing gloves, under stress, simple-minded, and any other deterrent to calm and casual weapons maintenance. I'd venture that tis philosophy transfers to fire protection. Unfortunately when funds are low fire protection IT&M suffers so that robust and reliable at construction time is even more important.
